Mine were completed well before AIP. They started processing my ap in June, and CSIS was done 6 weeks later. I got AIP in Sept.

It took another 7 months because CIC lost my FBI report, and didn't bother to tell me.

I wrote to CSIS to ask what was going on when I was fairly sure the file was with them. They wouldn't tell me much, but they did eventually confirm that they still had the file and the checks were ongoing. This was after I'd already received AIP. The FOSS notes seem to indicate the CSIS check wasn't started until after AIP in my case. Maybe there are some circumstances where they're done before, who knows, but I sure waited a long time.

CSIS wouldn't actually talk to me, but did send me a letter. At the time, I thought they were the hold up. CIC loves to blame CSIS for their delays. They did talk to my brother on the phone, but he used to be intelligence, and has a high security clearance. He still won't tell me what they talked about. I guess he'll tell me on his death bed or something.

According to my FOSS my BG checks have not been done, and ive had my AIP for 1 1/2yrs

I guess it's possible they start them before AIP and that sometimes they are not completed until after AIP . . . that could explain the different experiences here. Or maybe it just depends on who is processing the application and how they prefer to do it. I was always under the impression that the background checks are the last thing to be initiated . . . after the relationship is deemed genuine and the sponsorship approved, and after the applicant's police and medical results have been assessed - because if any of that fails, so does the application, regardless of what the background checks might reveal. This also makes sense because I would think CSIS must be compensated in some way for their efforts and why would CIC bother to initiate a background check for an applicant who was not an eligible PR candidate?
