I'm curious to know what is in this report. I have a clean record. It is possible however that I may have some tax troubles coming up (though I hope not). And if that is something that will be included in said report, will any amount of appeals, etc, overcome it?
Mine was clean, and all they did was stamp the back of the fingerprint card I sent them to that affect. My Oklahoma clearance they didn't even bother sending the letter back. They actually stamped the back of envelop I sent it in with the "no record" stamp.
Unless you are convicted of a tax crime (ie - tax evasion, etc) and have no record then it will be a simple no record
Owing money on taxes in of itself is not a crime

Hey is it really that ?
Is it really what? If you're asking what the FBI clearance is, currently it's a simple letter stating no record if you have no record. They no longer return fingerprint cards. It took about 6 weeks to get.
What if you have been convicted of a DWI? Could that keep you from getting FBI clearance?

No, you would get the clearance but it would show the conviction, which, could make you inadmissible to Canada. You know you have to report it on your application?
