Long story, I paid the fees online last year, then ended up moving outside Canada and never applying for it, I dont qualify for citizenship now as I have insufficient days being inside Canada.

Question is can the fees be refunded if one never applied but paid.

I can't seem to locate info on CIC website.
I don't understand HOW you would NOT be "eligible" for citizenship anymore "AFTER" applying/paying fees..
B'se once you have minimum 1095 days of physical presence at the time of submitting citizenship application, you are good to go wrt eligibility!

Anyways, regarding refund of fees in CIC website: http://www.cic.gc.ca/english/information...0002E6.asp

If the "process" has begun, you won't get refund of processing fee but can still get right of citizenship fee

AWA1979 didn't apply, just paid the fees.

I'd say since it can't possibly have started processing, since you didn't submit the application, you should be able to get a full refund.
