Does one need to be physically in Canada to apply for citizenship?

Assuming the person qualifies and has the required number of days, and can stay outside Canada until Nov. 2011 and still keep PR status.
You have to have been in Canada 3 out of the last 4 years, so if you are going to be gone longer than a year, apply before then. You'd have to come back for the test. It would allow you to keep your options open. It's cheap at $200 compared to what PR costs.
